Key Duties of the Role;
To ensure the provision of an effective financial advice service to the budget holders and managers within the department; to ensure production of the annual revenue budget; to ensure the timely production of regular revenue budget monitoring reports; to assist in identifying financial information needs of the department; to contribute to the production and review of departmental financial systems and procedures; to ensure appraisals are carried out annually and regular job consultation takes place; to ensure managing attendance and other HR policies are applied within the Unit.
To manage the department's budgeting process ensuring that budget holders are fully involved, to provide an accurate and timely revenue budget to departmental and corporate requirements.
To ensure that budget holders receive accurate monthly monitoring information to enable them to effectively manage their budgets, including the provision of monthly summary reports to divisional management teams and to ensure that monitoring information is produced for volatile budgets using any of the Department's subsidiary systems.
Ensure that staff in the Budget Unit are fully aware of the financial regulations
To provide strategic financial advice to aid the department in implementing its strategies and developments.
To assist in the development and the implementation of linked financial and performance data, including unit costs.
To assist in the development of in year monitoring to achieve the Department's key financial performance indicators.
To assist in the preparation of reports and working documents for committee meetings, working groups, outside bodies, etc, as required.
To be aware of financial accounting developments and their impact on the Department and also the requirements of Corporate Services (Finance) and outside bodies (e.g. Chartered Institute of Public Financial Accountants, Local Government Association, Department for Communities and Local Government, Audit Commission, etc)
