Our client based in West London is looking for an experience Schools HR Officer, to help with an increased work load.

As a member of the HR Operations Schools team you will provide a quality HR service to the Schools, including recruitment, pay and conditions, sickness absence management,policy and procedure query resolution

1 Job Purpose:
1.1 Provide a professional, high quality business-focussed Human Resources service to the Authority, which supports the achievement of the department's service objectives.
1.2 Working closely with departments, increasingly in a consultancy role, assisting line managers to understand and implement policies and procedures;
1.3 To assist in the provision of the highest quality service in line with the Council's vision and values.
2 Description of duties:
2.1 Identify and promote best practice for HR managers.
2.2 To have an excellent understanding of the integrated IT system for payroll and HR.
2.3 Provide detailed advise on a range of complex HR issues and give expert advice in relation to disciplinary action, grievance, sickness and recruitment, interpretation of HR policies and workforce strategies.
2.4 Incorporate changes into HR practice as a result of employment legislation or improved technical systems.
2.5 Manage a caseload of transactional processes i.e. recruitment campaigns sickness cases CRB checks overtime etc.
2.6 Support, and advise Line manager at an appropriate level in relation to sickness matters
2.7 Awareness of impact of business planning on service.
2.8 Contribute to policies and procedures that support Council wide initiatives, which deliver the Council's business plans, targets and strategies.
2.9 Monitor and continually update HR knowledge by keeping abreast of changes to legislation, policy and procedure, evidence based practice.
2.10 Provide innovative services to stakeholders ensuring cost efficiency and effectiveness, whilst meeting operational requirements.
2.11 Ensure equality and diversity is underpinned in all areas of the HR services provided.
2.12 Support and participate on training development and delivery in such areas as recruitment, induction, employee relations, and specific HR projects
2.13 Ensure the effective use of IT systems, maintaining up to date data.
2.14 Provide high quality, professional advisory services to all departments and schools on all aspects of Human Resources, to include:
• provision of advice to managers on application of the Council's employment practices, pay and conditions of service
• supporting and, as appropriate, undertaking casework on a wide range of human resources issues, including absence, disciplinary and grievance
• supporting departmental change management activities, including reorganisations and workforce remodelling, aligning outcomes with the needs of the services and with strategic objectives and legal obligations;
• building successful partnership working with the trade unions;
• establishing productive and proactive dialogue with employees and their representatives to develop services, facilitate change, resolve conflict and promote a positive working environment;
• liaison with the Occupational Health provider on employee health and welfare issues.
2.15 Support the development and implementation of the Council's Human Resources Strategy, policies and initiatives e.g. Best Value, performance management, flexible working systems, and employee development.
2.16 Work collaboratively with human resources teams to identify scope for co-ordinated approaches to organisation and employee development.
2.17 Participate in the collation of management information including processing the staff survey to inform human resources service developments. Make recommendations for changes to service delivery and development of new initiatives based on trend analysis and experience.
2.18 Advise, coach and support managers on the full range of human resources management issues to develop their capabilities and skills around people management.
2.19 Work collaboratively on corporate human resources projects as required.
2.20 It is the responsibility of the jobholder to maintain confidentiality at all times, using the utmost caution before disclosing information to any third-party.
2.21 Responsibility for updating and maintaining accurate personnel records, both manual computerised personnel systems.
2.22 Responsibility for checking, ensuring accuracy and submitting clear payroll instructions e.g. manual calculations, starters, leavers, changes in gradesspine pointhours etc within prescribed deadlines
2.23 Responsibility for ensuring that staff are cleared to work with children and young people and vulnerable people through the medical, criminal conviction, GTC, N.I. No and Asylum and Immigration Act vetting procedures and the maintenance of the access data base for this purpose.
2.24 To conduct review meetings with redeployees with a view to exploring progress to date and agreeing strategies for future actions which will support the redeployee in acquiring suitable alternative employment. This may be in the presence of the individual's trade union representative.
3. General Responsibilities
3.1 To participate in the Council's contribution to ensuring an effective response to civil and other emergencies using skillsexpertise relevant to the functions of the post, and in accordance with council emergency procedures.
3.2 To comply with the Council's Information management related policies through adherence to the business unit's documented procedure and processes. To report to the business unit manager any instances of non-compliance with business unit procedures. To report any errors, omissions or inadequacies in business unit procedures.
