Reporting to the Performance and Quality Manager.
This role is central to ensuring Revenues and Benefits Service is complaint with all the regulatory frameworks such as Performance Standards, Verification Framework (SAFE), Best Value Performance; and that all Government statistical returns relating to Quality and Performance are completed accurately and submitted on time.
To contribute to the overall performance of Revenues and Benefits.
To produce all Government returns including NNDR1,NNDR3,QRC 1-4,CTB1, and, Benefit Performance Standard self assessment, Stats 124, 124a, 128 and so on
Assist with the preparation and validation of the Benefit Final Subsidy Claim by carrying out regular analysis of Benefit incentive expenditure totals throughout the year.
To plan and undertake a programme of themed audit checks on the Revenues and Benefits service outputs and to inform the respective service areas Manager about quality and training issues·
Responsible for the reconciliation of Benefits and Revenues systems with other Council systems and for keeping auditable records to evidence system probity
To assist with checking the quality and accuracy of data produced for a range of statistical reports and to report potential user error to the Service Manager·
To assist with the production and updating of procedure manuals for the Revenues and Benefits service by working with the Performance Monitoring Manager·
To contribute to projects relating to meeting service objectives and the enhancement of service provision within Revenues and benefits·
To maintain an up to date knowledge of the Council Tax and NDR legislation by working with the Performance and Standards Officer to ensure that all Government circulars, information letters and bulletins are interpreted correctly and any changes to software and procedures are implemented·
To develop and maintain regular management information reports to the service area Managers, including: Service performance against key Best Value Performance Indicators
Workload Analysis Individual Staff Members Performance Trends and Patterns in workflow and accuracy·
To provide statistical data in a timely manner for weekly monitoring of performance & production of management information·
To monitor complaints and distribute to the respective officers ensuring they are logged and actioned in accordance with the Council's Complaints Procedure
Responsible for co-ordinating the self-assessment against the Performance Standards Framework and producing a regular gap analysis update report to the Performance and Quality Manager·
To produce clear written guidance notes advising staff of changes made to the system following amendments and/or enhancements created by new releases from the software provider
To monitor the output of staff ensuring our records are being updated and responded to, in accordance with the Council's policies and procedures
To be the Council's lead officer in respect of liasing with the Valuation Office for the purposes of Council Tax and Business Rates
To ensure regular management information reports are provided to the appropriate service area Manager
