We are currently recruiting for an experienced Technical Officer to carry out HHSRS surveys and Risk Assessments to private sector housing in the City of Peterborough. You will be offering a professional opinion on necessary action required to improve the quality of housing and provide training opportunities in home maintenance to householders.

You will be required to carry out detailed surveys and use this information to resolve disputes and appeals. You will be required to attend court as necessary in order to resolve such disputes.

You will be required to carry out inspections and surveys in designated areas, applying risk assessments under the Housing Health & Safety Rating System (HHSRS) and Decent Homes Standard, to help develop strategic and local regeneration of properties and districts across the City of Peterborough.

You will assist in bringing empty properties into use and the redevelopment of properties in disrepair, liaising with external authorities to obtain quotations.

You will be required to negotiate with landlords, agents, tenants and where appropriate builders regarding requirements in relation to private rented houses, including houses in multiple occupation to bring these properties up to the required standards. You will also assist in matters such as drainage and public health issues in regards to private sector housing.

You must be confident at carrying out energy assessments and keeping accurate records including witness statements, the majority of which will be computer based.

The successful candidate will have an in-depth knowledge of legislation relating to private housing including Housing Acts, Housing Health and Safety Rating System (HHSRS), Environmental Protection Act, Building Act drainage legislation and Empty Homes legislation.

They must have a sound knowledge of building construction techniques.

You must be competent and trained in risk assessment using the HHSRS, you will be methodical, consistent and accurate at recording information and events including numerical calculations onto a database system.

Excellent interpersonal and communication skills are essential, both verbal and written, including the ability to negotiate and mediate between various parties.

You must have the ability to conduct accurate surveys and generate reports on findings in simple language.

You must have the ability to deliver projects and programmes within deadlines, constantly working under pressure.

The successful candidate will hold a BTEC in Building Studies or BTEC Environmental Health or have considerable equivalent experience. You must hold a Certificate of Competency under HHSRS to be able to fulfil this role.
